Three answers, and only one correct! This indeed is Georges Remi, or Herge, as we better know him. His creations include Tintin, Lucky Luke, and Jo, Zette and Jocko.
As for the abbreviated inverse part, here’s the funda. His initials are G and R. Invert their order and it becomes R-G, pronounced Herge.
