Two days of waiting and two replies later, I am happy to say that the answer is Ronald Reagan, as cracked by Akhil and Jaydeep.
The first picture is that of Jodie Foster, the actress.
The second picture is that of John Hinkley Jr, who, in an attempt to impress Jodie Foster, planned to assassinate Reagan.
The third, obviously, is Mikhail Gorbachev, who was Reagan’s Russian counterpart when the Cold War ended.
The fourth is a duck and is woven in thus: Hinckley got close enough to fire six shots at Reagan, but only the sixth shot hit him, and even that was a ricochet. Reagan recovered from it. And when his wife came to visit him at the hospital, he famously said, “Honey, I forgot to duck!”

President Reagan and three others were shot and wounded by John Hinckley, Jr.
Hinckley had an obsession with actress Jodie Foster.
After being informed about her husband being shot, when First Lady Nancy Reagan arrived in the emergency room, Ronald Reagan remarked to her, "Honey, I forgot to duck."
Reagan was fampous for his one-liners.
"Mister Gorbachev, tear down this wall".
